60_30_10 is a proposal for the implementation of an enlarged field of two wheeled vehicle usage in the city of Milan immediately following the temporary lockdown of the city due to the Covid pandemic

The goals of 60_30_10 are simple: To provide and increase the benefits of a Life Sized City, based on human and natural rhythms, prioritising the notion of a responsible urban framework by putting into practice the protection of the environment and the promotion of human well-being.
The 60_30_10 plan is based on the application of traffic calming.
Traffic Calming is a tried and trued technique to humanise an urban environment.

It is given that any attempt to propose a modification of an existing transportation plan requires a fundamental understanding and overview of the plan currently in place in order to successfully dialogue with the longterm goals and visions of the municipality.
This understanding includes an overview of the planning framework of the cities vision and role of the street. It includes knowledge of the municipalities street design guidelines, policies, and processes. Only through the understanding of existing policies can new policies take place, be they subtle modifications, incremental implementation or radical overhaul. It also includes an understanding of best practice case studies across the world. This proposal, which we call 60_30_10, takes this into account.

60_30_10 is a conceptual proposal, not an executive one. That said, due to the minimal investments required, it does offer the possibility of immediate implementation and inherent possibilities and opportunities of reversibility or opting out.

Considerations.
In the 60_30_10 scenario, two wheel and four wheel mobility are considered, with four wheel mobility proposed primary for though traffic purposes. The plan suggests an appropriate and balanced mix of Local and Through traffic, as per the municipalities essential economic goals, as is a general comprehension of present and proposed land-use, social mix and public and private demand, yet as stated, clearly the most important guideline is environmental protection and improvement.
As the city of Milan offers a wide range of street sizes, many different types of routes are proposed.
The proposal relies on the usage of a widely accepted global toolkit of parts.
The overriding theme that the proposal is based upon could b described as the Shared Street Strategy.
Standard Routes, Buffered Road, Shared Lanes are mixed and matched as per the citrus urban morphology allows, with an emphasis placed on fluidity where required, but calming and quieting the streetscape as the over-riding goal.

Here follows, a simple prescription to apply as traffic calming medicine to the City of Milan under the 60_30_10 plan. 

60 ( 60 % of Milan streets dedicated to 60/50/40 km/h traffic )
30 ( 30 % of Milan streets dedicated to 60 km/h traffic )
10 ( 10 % of Milan streets dedicated to 10 km/h traffic )

In addition, and most importantly the 60_30_10 plan proposes to immediately close some of Milan streets to car traffic, transforming them into dedicated Bike Roads.
